About District 4

Montgomery County, Maryland operates under a County Executive/County Council charter. "Councilmanic District 4", or District 4, is in all ways one of the most diverse of the districts in the County.

Our terrain is generally somewhat hilly and has a lot of stream valleys which are usually neighborhood boundaries. For example, Rock Creek's main branch divides District 4 in Aspen Hill from the City of Rockville. Rock Creek's Turkey Branch divides Aspen Hill from Connecticut Estates, etc. The Patuxent River divides Montgomery County from Howard County, etc.

Demographics range from crowded immigrant-heavy communities such as central Aspen Hill's apartment and condominium communities, to spacious agricultural areas with many long-established families as in the vicinity of Spencerville or western Burtonsville, or Sandy Spring or Ashton. On average, District 4 has a rather high average income. We pay a lot of taxes, on average, and have come to expect a very high level of services, on average.
